Start Teamspeak

Click Connections > Connect

Fill in the fields

Server: Teamspeak.scoutlink.net
Nickname: Your own nick
Server Password: <do not enter anything>

Click Connect

You will connect to the channel "Please select another channel"
Join the appropriate language channel by double clicking it.
